Bu sebeple Sosyal G\u00fcvenlik Kurumu olarak, rehberlik anlay\u0131\u015f\u0131n\u0131 esas alan bir y\u00f6ntem ile kay\u0131tl\u0131 istihdam\u0131 te\u015fvik etmeye \u00e7al\u0131\u015fmaktay\u0131z. Kurumun denetim ile temel hedefi i\u015fverenlere idari para cezas\u0131 vererek gelirlerini art\u0131rmak de\u011fildir. Kurum, esas olarak i\u015fverenleri sosyal g\u00fcvenlik mevzuat\u0131 ile ilgili y\u00fck\u00fcml\u00fcl\u00fckleri konusunda bilgilendirerek, mevzuat\u0131n uygulanmas\u0131 a\u015famas\u0131ndaki sorunlar\u0131 en aza indirmeye \u00e7al\u0131\u015fmaktad\u0131r\u201d dedi.<\/p>\n<p>Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n \u00e7al\u0131\u015fan \u00fczerindeki etkilerini s\u0131ralayan Mehmet \u00d6zkaya, \u201cKay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fan i\u015f\u00e7inin emekli olma hakk\u0131 yoktur. Herhangi bir sebeple sakatlan\u0131p \u00e7al\u0131\u015famaz duruma gelindi\u011finde malull\u00fck ayl\u0131\u011f\u0131ndan yararlan\u0131lamaz. \u0130\u015fsiz kalmas\u0131 durumunda i\u015fsizlik sigortas\u0131ndan faydalanamaz. Genel sa\u011fl\u0131k sigortas\u0131 primlerini kendileri \u00f6demek zorunda kalabilir. \u0130\u015f kazas\u0131 ve meslek hastal\u0131\u011f\u0131 halinde haklardan yararlanamama riskleri \u00e7ok y\u00fcksektir. \u00dccret ve di\u011fer sosyal haklar konusunda Kanunlar\u0131n sa\u011flad\u0131\u011f\u0131 korumadan yoksun kal\u0131r. \u0130hbar ve k\u0131dem tazminat\u0131, y\u0131ll\u0131k izin, haftal\u0131k izin, do\u011fum izni gibi haklardan faydalanamazlar\u201d ifadelerini kulland\u0131.<\/p>\n<p>Kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n i\u015fveren \u00fczerinde de \u00f6nemli etkileri oldu\u011funu vurgulayan \u00d6zkaya, \u201cYap\u0131lacak denetimler ve tespitler sonucu y\u00fcksek tutarlarda idari para cezas\u0131 uygulan\u0131r. Bunun sonucunda i\u015fyerinin kapanmas\u0131 riski de vard\u0131r. Ayr\u0131ca bu \u00e7al\u0131\u015fmalara ait primler gecikme cezas\u0131 ve faiziyle birlikte tahsil edilir. Bu i\u015fyerlerinin yararlanmakta oldu\u011fu sigorta prim te\u015fvikleri durdurulur. Devlet ve \u00f6zel sekt\u00f6r taraf\u0131ndan sa\u011flanan te\u015fvikler ile hibe ve kredi avantajlar\u0131ndan faydalan\u0131lamaz. Vergi avantaj\u0131 sa\u011flayan indirim ve gider yazma gibi avantajlardan yararlanma hakk\u0131 yoktur. Ya\u015fanacak i\u015f kazas\u0131 ve meslek hastal\u0131klar\u0131 kar\u015f\u0131s\u0131nda devlete ve i\u015f\u00e7ilere kar\u015f\u0131 a\u011f\u0131r idari ve adli y\u00fck\u00fcml\u00fcl\u00fckler do\u011far. Haks\u0131z rekabete neden olur ve piyasa dengesinin bozulmas\u0131na zemin haz\u0131rlar. \u0130\u015fyerinde \u00e7al\u0131\u015fanlar\u0131n verimlili\u011fi ve motivasyonu azal\u0131r. \u00d6l\u00e7ek ekonomilerden yararlan\u0131lamad\u0131\u011f\u0131ndan b\u00fcy\u00fcyemezler, marka olu\u015fturma ve pazarda yer edinme \u015fanslar\u0131 azal\u0131r. \u00c7al\u0131\u015fanlar Kay\u0131t d\u0131\u015f\u0131 istihdam edildiklerini d\u00fc\u015f\u00fcnd\u00fcklerinde veya kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda Sosyal G\u00fcvenlik Kurumuna; \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik \u0130leti\u015fim Merkezi \u00fczerinden ALO 170\u2019 yi 7 g\u00fcn 24 saat arayarak, en yak\u0131n Sosyal G\u00fcvenlik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc ya da Sosyal G\u00fcvenlik Merkezine \u015fik\u00e2yet yolu ile ba\u015fvurabildi\u011fi gibi her t\u00fcrl\u00fc istek, \u015fik\u00e2yet, ihbar, g\u00f6r\u00fc\u015f ve \u00f6nerileri C\u0130MER yani Cumhurba\u015fkanl\u0131\u011f\u0131 \u0130leti\u015fim Merkezi \u00fczerinden Kurumumuza bildirimde bulunabilirler. Kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015ft\u0131r\u0131lma unsurlar\u0131n\u0131n olmad\u0131\u011f\u0131 i\u015fyerlerinde Kurumumuz taraf\u0131ndan i\u015fverenlere y\u00f6nelik \u00e7e\u015fitli sigorta prim te\u015fviklerin oldu\u011fu yads\u0131namaz bir ger\u00e7ektir. Sigorta primi te\u015fvikleri; \u00fclkemizde istihdam\u0131n ve \u00fcretimin artt\u0131r\u0131lmas\u0131, kay\u0131t d\u0131\u015f\u0131 istihdam\u0131n engellenmesi, b\u00f6lgesel geli\u015fmi\u015flik farklar\u0131n\u0131n azalt\u0131lmas\u0131, engelli istihdam\u0131n\u0131n art\u0131r\u0131lmas\u0131, gen\u00e7 ve kad\u0131nlar\u0131n i\u015fg\u00fcc\u00fcne kat\u0131l\u0131m\u0131n\u0131n art\u0131r\u0131lmas\u0131 gibi ama\u00e7larla i\u015fverenlerin \u00f6demeleri gereken sigorta primlerinin belirli oranda ve s\u00fcrede Devlet\u00e7e kar\u015f\u0131lanmas\u0131 anlam\u0131na gelmektedir. Genel olarak uygulanan bu te\u015fviklerden yararlanabilmeleri i\u00e7in i\u015fverenlerin sigortas\u0131z i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131rmamak, SGK\u2019ya verilmesi gereken bildirgeleri zaman\u0131nda vermek, primlerini d\u00fczenli ve zaman\u0131nda \u00f6demek, sahte sigortal\u0131 bildiriminde bulunmamak gibi temel y\u00fck\u00fcml\u00fcl\u00fckleri yerine getirmeleri gerekmektedir. Bunun yan\u0131nda her bir te\u015fvik uygulamas\u0131 i\u00e7in farkl\u0131 baz\u0131 \u00f6zel \u015fartlar da s\u00f6z konusudur.
