Hazine ve Maliye Bakanl\u0131\u011f\u0131 taraf\u0131ndan \u00e7al\u0131\u015f\u0131lan yeni modelle gayrimenkul geli\u015ftiren firmalar\u0131n konut \u00fcretip kiralamas\u0131, kiralama ama\u00e7l\u0131 \u00fcretim yapanlara da vergi avantajlar\u0131 sa\u011flanmas\u0131 planlan\u0131yor. Peki konut \u00fcreticileri bu form\u00fcle ne diyor?<\/p>\n<p>H\u00fcrriyet&#8217;ten G\u00fclistan Alag\u00f6z&#8217;e konu\u015fan Konut Geli\u015ftiricileri ve Yat\u0131r\u0131mc\u0131lar\u0131 Derne\u011fi (KONUTDER) Ba\u015fkan\u0131 Altan Elmas, devlet deste\u011fi olursa sekt\u00f6r temsilcilerinin kiralama modeline s\u0131cak bakaca\u011f\u0131n\u0131 s\u00f6yledi. Firmalara vergi avantaj\u0131 sa\u011flanmas\u0131n\u0131n tek ba\u015f\u0131na etkili olmayaca\u011f\u0131na dikkat \u00e7eken Elmas, \u201cBu modelin \u00f6l\u00fc do\u011fmamas\u0131 i\u00e7in devletin uygun maliyetli finansman temin etmesi gerek. Faizlerin y\u00fczde 19-20\u2019lere geldi\u011fi bir noktada geli\u015ftirici konut \u00fcretip kiralayamaz. Te\u015fvik mekanizmas\u0131 olmas\u0131 do\u011fru ama gelir vergisi, kurumlar vergisi gibi kalemlerde de\u011fil, daha i\u015fe ba\u015flarken finansman sa\u011flanmas\u0131 y\u00f6n\u00fcnde olmal\u0131\u201d dedi.<\/p>\n<p class=\"content-image\"><img decoding=\"async\" src=\"https:\/\/istanbulchannel.net\/wp-content\/uploads\/2021\/09\/kiralama-formulune-yesil-isik-muteahhitlerin-de-gundeminde-fren-var.jpg\" alt><\/p>\n<p>Piyasaya yeni konut arz\u0131n\u0131n eklenmesinin de zaman alaca\u011f\u0131n\u0131 belirten Elmas \u015f\u00f6yle devam etti: \u201c Bu s\u00fcreci h\u0131zland\u0131rmak i\u00e7in mevcutta devam eden projelere KGF deste\u011fi verilebilir. Bu durumda 1 y\u0131lda tamamlanacak in\u015faat 6 ayda biter. Piyasaya yeni arz daha h\u0131zl\u0131 girer.\u201d<\/p>\n<p>Konut edinimini kolayla\u015ft\u0131racak ad\u0131mlar\u0131n da kritik \u00f6neme sahip oldu\u011funa vurgu yapan Elmas, \u201cOrta gelirli vatanda\u015f konuta ula\u015fam\u0131yor. E\u011fer \u00e7al\u0131\u015fanlar\u0131n kulland\u0131\u011f\u0131 konut kredi faizi gelir vergisinden mahsup edilebilirse vatanda\u015f i\u00e7in \u00f6nemli bir ad\u0131m at\u0131lm\u0131\u015f olur\u201d dedi. Konut \u00fcreticilerinin kirama yapmak yerine i\u015fin \u00fcretim taraf\u0131nda kalmas\u0131 gerekti\u011fini belirten Durbakay\u0131m, \u201cDevletin kiralama yapacaklara vergi avantaj\u0131 sunmas\u0131 iyi bir ad\u0131m. Ama bu modelde fonlar devreye girmeli. Geli\u015ftirici \u00fcretimini yapar, kirama i\u015fi yapacak fon da al\u0131m yapar ve piyasaya sunar. Bu sat\u0131\u015f i\u00e7in de vergisel avantajlar uygulanabilir. Ya da devlet \u2018\u015fartl\u0131\u2019 arazi tahsis eder, firmalar in\u015faat\u0131 yapar. Bu konutlar\u0131 alacak yat\u0131r\u0131mc\u0131ya da kiraya verme \u015fart\u0131 getirilir\u201d ifadelerini kulland\u0131.<\/p>\n<p>DAP Holding Y\u00f6netim Kurulu Ba\u015fkan\u0131 Ziya Y\u0131lmaz, kiralama form\u00fcl\u00fcn\u00fc desteklediklerini s\u00f6yledi. Y\u0131lmaz, \u201cAvrupa\u2019da bankalar 30 y\u0131la kadar uygun maliyetli finansman sa\u011fl\u0131yor. Araziler makul fiyatta tutuluyor. Firma konut \u00fcretip kiral\u0131yor. Bizde de benzer avantajlar sa\u011flan\u0131rsa sistem i\u015fler\u201d dedi.<\/p>\n<p><strong>&#8220;VATANDA\u015eA TE\u015eV\u0130K GELS\u0130N&#8221;<\/strong><\/p>\n<p>S\u0130NPA\u015e GYO Y\u00f6netim Kurulu Ba\u015fkanvekili Ahmet \u00c7elik ise konut alacak vatanda\u015f\u0131n te\u015fvik edilmesi gerekti\u011fini s\u00f6yledi. \u00c7elik, \u201cKredi faizi d\u00fc\u015fer, tapu harc\u0131nda indirim olursa konut sat\u0131\u015f\u0131 h\u0131zlan\u0131r.
